I have this weird issue where port is not listening by checking "netstat -na findstr ". The port is by default set to in the registry. The service is running normally by checking both services and "sc query termservice". There's nothing about RDP errors in the event logs. Though not related, I've also added RDP to the firewall just in case.
All troubleshooting was done with either RDP service restart or reboot.
