I have the same issue. I have tried EVERYTHING except for complete wipe out and reinstall of Windows. I have been able to get the Bluetooth back on by removing it from the devices in the Device Manager, uninstalling the driver, rebooting, installing the driver back on and voila, the Bluetooth device has reappeared in the Device Manager (and the icon in the action center).
